Once known as Hisar-e-Firoza by its Turkic ruler founder Firuz Shah Tughlaq in
the year 1354 AD. He adorned his new town with several historical buildings
such as fort, palaces, tombs, mosques, gates and gardens. Some of
monuments are still in good state of preservation. 'Hisar' is an Arabic word
which means 'Fort'. It is situated one hundred eighty kilometers west to Delhi
and is one of the important cities of North India, located at 29⁰09'N and
75⁰42'E in the state of Haryana. Several educational
institutions including reputed educational CCS Haryana
Agricultural University, Guru Jambheshwar University
and Lala Lajpat Rai University of Veterinary & Animal
Sciences are established in Hisar. Ever since, the
Government 's positive policies have played a vital role in
the economic development of the city. The industrial
policy of the government has attracted large number of
entrepreneurs and resulted into the industrialization in
and around the city.
The climate of Hisar owes to its continental location on the outer margins of the south-west (SW) monsoon region. It has tropical monsoonal climate and is characterized as arid type of climate. The average annual rainfall is around 450 mm. The maximum day temperature during the summer varies between 40⁰C to 46⁰C. During winter it ranges between highest at 28⁰C to lowest being around 3⁰C. The highest amount of dew fall is observed in December and January, whereas, lowest in April and November months. Weather during the conference period would be congenial.
